Resident evil 4 help? hand cannon claiming?

i got five stars on every map with every character in mercenaries.and after thatit said i can claim the hand cannon from themerchant.so i started a new game on professional.but when i got to the place where u and luis are tied upand you escape,it doesnt have the HC up here?wht the hell?
